Laguna Quays was built in the 1990s as a resort, golf course and 100-berth marina on Repulse Bay, at the southern end of the Whitsunday Passage. The boat ramp and harbour are privately owned; the state register records that the ramp was made available to the public on all tides. That was the arrangement for years, and Marine Rescue Queensland Midge Point still runs its vessel out of the Laguna Quays marina.
Since Cyclone Debbie in 2017 the resort has been largely dormant, and public access to the ramp has been the subject of local complaint, and a 2017 petition described locals and visitors as "locked out" and called for an alternative launch. A 2023 visitor found the precinct fenced off by road and the marina entrance badly silted, with depths from 2.7 m down to 0.7 m over the sand.
Treat the state record as historical. The practical launch for Repulse Bay is now the state-funded ramp at Midge Point, a few kilometres south, completed in 2021. Repulse Bay is shallow and muddy on the ebb and the Proserpine River mouth to the north is crocodile country.
